Since the “Check 21” legislation was enacted, the Payments landscape has changed dramatically. No longer is the check the dominant payment mechanism. Yet, with tens of billions of payments made annually by check amounting to trillions of dollars, checks are and will remain an extremely important part of the Payments landscape. The electronification of the check, combined with new technologies such as check scanners, camera-equipped smartphones, online banking, data integration and alternative payments have forced unprecedented change. The FFIEC issued their original guidance on RDC Risk Management at the beginning of 2009, and has since updated their examiner manuals twice, most recently on April 29, 2010. As Mobile and Consumer RDC go “mainstream” regulators are taking an ever-closer look at channel-specific RDC Risk Management.
